Marine Engineering
The Marine Engineering section of PNGPCL comes under Pilotage. Led by a Chief Engineer their prime responsibility is to ensure pilot boats are fully maintained and adequately kitted for safe and reliable operation in accordance with international maritime safety standards.A marine workshop in Port Moresby caters for all major maintenance works while routine maintenance is carried out on site.
 
Pilot Launch Crew
Each pilot boat is manned by a three man launch crew. The crew consists of a Coxswain (Master 5), an Engineer/Mechanic (E5) and a seaman (AB). Currently, PNGPCL provides employment for a total of 36 personnel as pilot launch crew.

PNGPCL currently operates a fleet of 11 pilot boats. 9 are owned and 2 are leased.

Pilot boats are used exclusively for pilot launch and operating ferry service within port limits.

Training
PNG Maritime College (PNGMC) in Madang now trains mariners up to Master Class 1 and Engineer Class 1. The oral exams for certification is prepared and conducted by Australian Maritime Safety Authority (AMSA) through an arrangement with NMSA.

Pilot training is fundamentally practical experience gained under the close supervision of experienced pilots. This practical experience gained on vessels under actual piloting conditions may be supplemented by simulation, both computer and manned model, classroom instruction or other training methods.

Continued proficiency and updating of knowledge by revalidation of mandatory maritime certification (STCW/Solas) is done through PNGMC. Of recent times a new training facility is coming on line – Pacific Maritime College in Konedobu, where similar training and certification is available.
 
Jomard Entrance Pilot Transfer Service
A further extension to Harbour Piloting operations is Coastal Piloting within PNG waters. Presently, the movement of vessels in PNG waters is uncontrolled and is of concern to national welfare. 

Some scope already exists for further development of Coastal Piloting based on some initial partnership approaches with Australian Reef Pilots in the Jomard (Milne Bay Province) region of PNG.

On 13th December 2008, PNGPCL and Australian Reef Pilots (ARP) under a joint arrangement commenced a pilot transfer operation to board marine pilots onto international vessels transiting through the Jomard Entrance sea passage in the Milne Bay Province.

This is a concept proving project and a successful outcome will open doors to huge potential for the PNG government to generate revenue by regulating archipelagic waters. This will involve further consideration of specific issues such as the UNCLOS requirements and their application to PNG sovereign archipelagic waters and potential legislative requirements.

PNGPCL’s Long-term Resource Development Commitment
As part of PNGPCL’s sustainable development objectives and the wider community service obligations, we have made a commitment to sponsor school leavers originating from various Maritime Provinces to undergo training at the PNG Maritime College in Madang through the cadetship program for seafaring careers and potentially the supply of new pilots in the longer term.

This started in 2010 and there are currently eight students studying at PNGMC. Four have completed their 1st year and have now embarked on their practical sea time learning experience while 4 have started this year.
