Organisations operating within declared ports urged to submit data on under water leases
THE PNG Habours Management Services (PNGHMS), a Division of PNG Ports Corporation Limited (PNGPCL), is calling on all organisations and individuals operating within all the declared ports to submit data on current under water lease agreements held by them.

Chief Maritime Compliance Officer, Mr. Paul Unas said “in order to properly manage, coordinate and control the proper use of the foreshores and underwater areas, we need information from the existing lease title holders and which areas they have title to.”

Mr. Unas said the PNGHMS in the enforcement of this mandate is responsible to ensure safety, security and environmentally sound ports and harbour operations.

The PNGHMS pursuant to Section 2 of the Transport (Collection of Information) Act, (Chapter 248) Consolidated to No. 11 of 2003 wishes to advise all port facility operators, other stakeholders and persons having interest to operate any form of activity within the declared port limits and are holding underwater lease titles to furnish to the PNGHMS the following information:

  • Name, Address and Nature of Business of the underwater lease holder.
  • Copies of the Cartographic Survey Charts of the lease area(s).
  • Sketch of the area with actual coordinates plotted on the graph.
  • Term of Lease.
  • Copy of Lease Title.

PNGHMS is responsible for controlling and regulating all waters and the use of all waters within a declared port pursuant to Sections 15H and 15K of the Harbours Act (Chapter 240) (Consolidated to No 15 of 2002), by virtue of an Instrument of delegation of responsibility from the Secretary for Department of Transport on April 12, 2010.

“PNGHMS seeks the cooperation and support of all stakeholders to provide the necessary information to effectively manage the declared port and harbour areas to maintain a safe, secure and environmentally friendly port and harbour environment for all to use,” Mr. Unas said.
